Bourne: Public transport stuck in the slow lane

Speech to the National Assembly for Wales.

"We will support the amendments, particularly the one on the review of the air service. I hold surgeries and speak to people throughout Wales, as we all do, and I have not had anyone clamouring for a north-south air link. It does not seem to be environmentally or socially appropriate.

The only person who I have heard make a fuss of this is Peter Hain. I do not see that there is a crying need for that air link; indeed, there is a distinct need not to have it. I would prefer resources to be concentrated on the train and coach services that are central to this motion.

I am pleased that in the 2005 budget the opposition parties came together to make a request, which was honoured, for extra money for the Heart of Wales line, the Cambrian coast line, and the Aberystwyth-Shrewsbury line, because we have to concentrate resources on those lines.

As Alun Ffred has said, they do not provide a means of getting to Cardiff easily, but they do provide a means of getting about within Wales. I have used them for attending surgeries and for other business in my region.

Therefore it is important, and if you travel on those lines you will see how many people use them.

It is not just important to provide these links, which do not exist at present, in mid Wales. We also need to provide them throughout Wales, as has been said, for environmental reasons, and to ensure that we provide an alternative to the car.

Clearly, people will use the car if there is no alternative, so we have to provide one that is attractively priced, clean, runs on time, and so on. I think that we need to address all of these matters.

We also need to look at the environment of stations, to ensure that they are safe, that the closed circuit television works, that they are clean and that there are facilities for people to use, such as a buffet and so on, while they wait for a train or while they change between trains. We, therefore, need to ensure that the system is integrated.

The motion is timely; we are pleased to lend it and the amendment support. I feel sure that the whole Assembly can support this as something that is clearly valuable for the whole of Wales."

Ys dywedodd Alun Ffred, nid yw'n hawdd mynd i Gaerdydd arnynt, ond maent yn fodd i symud o amgylch Cymru. Yr wyf wedi eu defnyddio i fynd i gymorthfeydd a digwyddiadau eraill yn fy rhanbarth. Felly mae'n bwysig, ac os teithiwch ar y rheilffyrdd hynny fe welwch faint o bobl sy'n eu defnyddio.

Nid yn unig y mae'n bwysig darparu'r cysylltiadau hyn, nad ydynt yn bod ar hyn o bryd, yn y Canolbarth. Mae angen eu darparu ar draws Cymru hefyd, ys dywedwyd, am resymau amgylcheddol, ac er mwyn sicrhau y byddwn yn darparu dewis yn lle'r car.

Mae'n amlwg y bydd pobl yn defnyddio'r car os nad oes dewis, felly mae'n rhaid inni gynnig dewis sy'n ddeniadol o ran ei bris, yn lân, yn brydlon, ac ati. Credaf fod angen inni roi sylw i'r materion hyn oll.

Mae angen hefyd inni fwrw golwg dros amgylchfyd y gorsafoedd, er mwyn sicrhau eu bod yn ddiogel, bod y teledu cylch cyfyng yn gweithio, eu bod yn lân a bod ynddynt gyfleusterau i bobl eu defnyddio, megis bwffe ac ati, tra byddant yn aros am drên neu'n aros i newid trenau. Felly, mae angen inni sicrhau bod y system wedi ei hintegreiddio.

Mae'r cynnig yn amserol; yr ydym yn falch o'i gefnogi ynghyd â'r gwelliant. Teimlaf yn sicr y gall y Cynulliad cyfan gefnogi hyn fel rhywbeth sy'n amlwg o werth i Gymru gyfan."
