Cairns: Regret at Welsh job losses

Speech to the National Assembly for Wales.

"On behalf of the Welsh Conservative Party, I join the Minister in expressing regret at the loss of these jobs.

The Welsh Assembly Government cannot be held wholly accountable for the changes in the marketplace that have led to these job losses.

However, I remember that when the switch from analogue to digital was made at Sony in Pencoed and Bridgend, the First Minister hailed it as a great success for the plants in south Wales, and said that it would offer long-term prosperity. He claimed that the switch to digital would create added-value jobs.

Is it not the case that the Welsh Assembly Government has been lulled into a false sense of security when tastes have been changing, or was the First Minister happy to build up the switch from analogue to digital at Pencoed and Bridgend because the contract for the flat screens had already gone to Spain? Was that the case?

I am surprised that the Minister has not mentioned Team Wales in his statement. He usually trots that out at these times, although no-one knows precisely what Team Wales means.

The Minister chose to refer to a technium, but only some weeks ago I was tabling questions and writing to the WDA about the technium roll-outs, and it seems that there are significant delays, given the original timescales.

Are you not presenting false hopes, when, in reality, your economic policies are resulting in manufacturing going overseas? Manufacturing will continue to decline in Wales while you continue to follow the policies in 'A Winning Wales'."

Er hynny, cofiaf pan newidiwyd o analog i ddigidol yn Sony ym Mhen-coed a Phen-y-bont ar Ogwr, fod y Prif Weinidog wedi galw hynny'n llwyddiant mawr i'r gweithfeydd yn y De, a dywedodd y byddai hynny'n cynnig ffyniant yn y tymor hir. Honnodd y byddai'r newid i ddigidol yn creu swyddi â gwerth ychwanegol.

Onid yw'n wir bod Llywodraeth Cynulliad Cymru wedi gorffwys ar ei rhwyfau tra bu chwaeth y cyhoedd yn newid, neu a oedd y Prif Weinidog yn fodlon canmol y newid o analog i ddigidol ym Mhen-coed a Phen-y-bont ar Ogwr gan fod y contract ar gyfer y sgriniau gwastad wedi mynd i Sbaen eisoes? Ai felly yr oedd?

Synnaf nad yw'r Gweinidog wedi cyfeirio at Dîm Cymru yn ei ddatganiad. Mae'n codi hynny fel arfer ar adegau fel hyn, er nad oes neb yn gwybod beth yn union y mae Tîm Cymru yn ei olygu.

Dewisodd y Gweinidog gyfeirio at un technium, ond nid oes ond ychydig wythnosau ers imi gyflwyno cwestiynau ac ysgrifennu at y WDA ynghylch sefydlu canolfannau technium, ac ymddengys fod cryn oedi, yng ngolwg yr amserlenni gwreiddiol a bennwyd.

Onid ydych yn cynnig gwag obeithion tra bo'ch polisïau economaidd, mewn gwirionedd, yn peri i weithgynhyrchu fynd i wledydd tramor? Deil gweithgynhyrchu i ddirywio yng Nghymru tra parhewch i ddilyn y polisïau yn 'Cymru'n Ennill'."
